Complaining loudly and making a stink, as Michael suggested, isn't necessarily uncivilized, and is totally within the law. To quote one of my favorite Monty Python sketches: "If you want to get anything done in this country you've got to complain 'til you're blue in the mouth." Of course the country being referred to isn't the Philippines, but it still most definitely applies. Complaining loudly, or "making a scene" as you call it, is undeniably one way to do things. If Michael finds it effective, then that's good for him. There are many other ways, and the choice is yours depending on which you find effective. This is already way OT.
