Well, Mr. Chaney is not saying that their government doesn't have
corrupt people on them. What he's just saying is that if we want to
reduce, if not totally eliminate it, we should not tolerate it. Which
is true. If we don't give bribes to those corrupt people in different
branches of the government, then they wouldn't exist at all. For
example, the only reason kotong cops exists is because many people
would rather give bribes to kotong cops than be responsible and
honorable enough to accept punishment for traffic violations. And
regarding the Ubuntu CD's, rather than giving bribes or simple just
giving up, we should do something like reporting the offender to the
proper authorities if you prefer not to make a "scandal" at the
customs office.
