tmp -> new -> (after being read) -> cur

_All_ newly delivered mail which haven't been read by a mua whether
processed by procmail, filters etc. goes first through 'new'
(technically 'tmp' first). And then _only_ after being read by a mua
via pop/imap/local will the mail message be moved to 'cur'
