Maybe that's one of the reasons.  But since there is already an effort
and DepEd is open to the idea of FOSS, shall we just seat in our own
chairs, post our angst in any of the PLUG mailing lists or try to voice
out as a concerned citizen of this country by participating this kind of
initiative?
