His ideas could be a good start. But unless there's change down to the
personal level, we will have a hard time on this. I believe there are
still *clean* government officials. But I am not sure whether they are
in the majority or minority (I don't have the statistics with me right
now). But I do know that we Filipinos know where we really stand.
