For anyone interested, there is an NGO called FOCIG - Fellowship of Christians in Government which aims to do that. They have a website but the site has not been maintained and the index.html is not functioning properly.

They made some programs for businesses to use which generates reports which are to be attached to the reports filed in the EFPS. You will need to have windows to run them as they are windows executables and db file.

Their latest setup is the eSales which uses text or e-mail to send your sales report. The e-mail uses a CSV file. In their instructions (http://www.bir.gov.ph/eSales.htm), users are told how to enter the data using excel instead of just editing it with any text editor.
