You should configure your laptop to use DHCP (since you don't seem to
understand networking enough to use manual configuration to get it
working), plug it in, automatically get a lease, and then connect your
browser to 192.168.55.4. Boom, done.

I can do this but want to learn how to reach out to hosts with static IP
addresses.

The laptops all have static IP addresses and when used outside the office to
connect to a hotel/coffee shop/library WAP they issue an IP address lease and
modify /etc/resolv.conf. I expected the ER-X to do so while the laptop's static
IP address was ignored.
