I just received today a new 1TB USB drive with a USB 3.0 Type A plug on
one end and a Type C plug on the other. I plugged it into one of the
Type C ports on my Thinkpad and discovered that it is formatted 'Win95
FAT32.'

Doesn't FAT32 lack permissions? And isn't the maximum file size 4GB?
And doesn't exFAT at least get rid of the maximum file size? This will
be used just for myself, so permissions are not really an issue, but I
have lots of files that are 20GB and bigger.

And I looked at it in GParted GUI where I found the filesystem type, so
I deleted the partition and created a new one, but for filesystem
formatting exFAT is not an option - just ext* and FAT16/32 or NTFS.
Type exfat is in the list, but it is grayed out. Why?

I paid only $21 for this on eBay, which I thought was pretty cheap.

Any observations or suggestions?
