It turns out that my kernel may support exFAT, but you also need exfat-fuse and exfat-utils, which Ubuntu, in their wisdom, did not bother to install. Having installed them the format command above worked great and my 1TB flash drive is mounted. Tomorrow I shall see if the new exFAT utilities make a difference with my 128GB flash drive.
