Since I now have a very slightly newer kernel I decided to try GParted
again to see what it can do. I plugged the 1TB USB drive into the
computer, and the problematic 128GB drive was already plugged in,
transferring files. Then I launched GParted, and that was 15 minutes
ago, and right now it's still saying 'scanning all devices.'

In the past it always took a few moments to scan all the devices, but
never anything like this. I suspect that it is hanging on the problem
128GB drive. And all its buttons are grayed out until it finishes, so
I'd have to use some apt command to get the current version.

Wait ... it finally found the problem drive, but it has more to go.
Maybe by tomorrow morning it'll have everything figured out. No! It
finally finished. Ah, well for the new 1TB drive (where I had already
created a partition, left unformatted), the option to format exfat is
still grayed out. And GParted is version is 1.0.0.

Since I now know the new 1TB drive is /dev/sdc I'll just use the
command you mentioned on the command line.
