try ./hplip-3.22.2.run

or ~/Downloads/HPLIP 3.22.2/hplip-3.22.2.run

by default, linux does not look in the current directory when you tell it
to launch a program.

I forgot about the ./. I thought of it last night after getting into 
bed. I'm running it now, and it seems to be working. More details when 
it's done.
