I believe there have recently been some problems with that site. You
could go to the site, and try one of the www mirrors. That will give
you a link to "essential codecs" which certainly can be downloaded. I'm
not sure what's in that bundle, though, you will have to experiment if
you want to go that route.

You do seem to have cook.bundle in the right place. Can you confirm its
size, just to be sure it is the right version. If it is ok, I am
puzzled, though it would do no harm to get info and check the ownership
and permissions in case they are wrong. If it is the wrong version of
the codec, we should be able to let you have the right one.
