Thanks for the explanation, I wasn´t aware of it. That seems to be new
for the v9 (stretch) Raspbian. 

Brainstorming - it might be worthwhile trying to install the
dependencies by enforcing it (something along the lines "sudo apt-get -f
--force-yes --yes install" before installing the library)
