So I pulled the plugin down using the normal LMS interface, then enabled
the plugin and clicked Apply, then clicked Restart as requested.  No
matter how many times I do this, when the page refreshes it shows a
Material plugin with updates that is NOT enabled.  Going to
localhost:9000/material or localhost:9000/material/ give two different
error messages, one is a basic 404, the other says this plugin is not
installed.

This seems to be an error that was discussed on the very first page of
this enormous thread!

Any thoughts?
