Update!!! I spoke too soon! 7.9.3 works perfectly on my desktop when I only scan a single flac folder for testing. I then copied my whole library over to my desktop (16000 tracks) and 7.9.3 now crashes with the same EV.DLL fault. Overwriting 7.9.3 with the May 2018 7.9.2 fixes the problem. The new Intel NUC boxes have just arrived so I will try a complete fresh OS and LMS install overnight and report back.
