I relearned the codes from my last .conf file again and it looks similar. The times are a bit to short so you could experiment and increase them a bit, maybe by 50 or so. Also you could try to change min_repeat to 3. The fact that your original remote and the Harmony remote increases speed when you hold the volume button is due to the special repeat command IRBlaster does not support. The special repeat code tells the receiver to just repeat the last full command received. And since IRBlaster always repeats the full command the receiver never switches into fast gear.
