Windows seems to do some extra caching or some other "time stamping" issue - this "reboot PC" issue has been seen with AlienBBC updates as well.
Typical scenario: User installs new plugin in the evening but it doesn't work and so they fiddle with files, restart SC - frustrated and tired they eventually turn off system and go to bed. Next day - start PC and everything works.
