What model card have you got - is it a PVR 150 ? According to the new dumps your card has a pin "656" which also appears on PVR 150 cards and causes problems.
see http://forum.videolan.org/viewtopic.php?f=14&p=183906 It looks like VLC doesn't woprk with your card - the vlcdebug2.txt shows that VLC actually takes the audio feed from "Stereo Mix" not the Tuner card which explains the Windows beeps.
