I've got an experimental get_iplayer PVR Manager proxy released which can do this now. It proxies the high-quality AAC RTMP stream into WAV over HTTP then auto generates OPML playlists. Also works for BBC listen again. Cannot yet get FLAC streaming working but WAV is the same quality of course.
