NetLimiter indicates that streaming continues if I pause, and also continues if I power-off and specify "pause on power off" in the audio menu. So, the solution seems to be to specify "stop on power off" and to power off not pause. By my calculations, 128 bps is 1.4 GB over 24 hours, so pausing a radio stream as opposed to stopping it certainly burns up bandwidth!
