thank you of taking care of the three problems!
Its hard to believe that weather.com distinguishes by ip and for only
very view people (only me??) it works and the rest not? Weird!!!

I have looked into the codes you mentioned. Here are the ones, which
are important for german language: 

Ä       Ä
Ö       Ö
Ü       Ü
ß       ß

for small letters (dont know if thats importang):
ä       ä
ö       ö
ü       ü
