It's a feature :) And it's only enabled if you set "Prevent Standby". The idea is that you can keep the device active so it's immediately available when you pick it up (no disabling of screen saver) but you can save some power by putting it on the table upside down. It's the only way to turn off the screen when the screen saver is disabled.
