Silly me: after weeks of messing around I finally remembered that all computers in this household have Netlimiter installed to prevent one person from hogging the entire bandwidth, set with a low upload limit since we have ADSL (asymmetric DSL, which means that upload bandwith is much smaller than download). Once I removed the upload limit on my computer, the problem was solved.
