iPeng splits the setting between mobile and WiFI use so you _always_
have to set this in iPeng or iPeng overrules the server setting.

This is mainly to satisfy Apple's requirement that for mobile networks
the bitrate must not be higher than 128kbps (which is the default in
iPeng).
You can set this in iPeng's player settings (hit the blue ">" on the
current player item in the list of players/servers).

On the available limits, iPeng doesn't even allow the 96kbps, I don't
know why but you are the first one to find something lower than 128knps
useful.

I don't think an intermediate step between 128kbps and 96kbps makes any
sense so I'm not going to do that, the difference can not be very high
WRT both bandwidth requirement and quality gain.
