It does use the server's bitrate limiting (obviously, iPeng is on the wrong side of the stream to limit it) so you will need lame to be installed.
It does, however, override the server's setting (the one you can access though the web interface) because iPeng supports different bitrates for 3G and WiFi so you have to use the setting in iPeng, the one in the web interface will have no effect.
