It does use the server's bitrate limiting (obviously, iPeng is on the
wrong side of the stream to limit it) so you will need lame to be
installed.

It does, however, override the server's setting (the one you can access
though the web interface) because iPeng supports different bitrates for
3G and WiFi so you have to use the setting in iPeng, the one in the web
interface will have no effect.

It's also only for iPeng itself because it's meant to allow for the two
separate bitrates, for all other players, there's only the single option
available through the web interface, I would guess one normally doesn't
change that setting very often for most players.
