I'm not so sure this is an important use case for most people. I believe most people who want to show the artwork or lyrics permanently do so in a dock and when it comes to actually controlling something you might as well argue that you need to do so usually after playback has stopped.
iPeng does already apply that logic for running in the background, but in the foreground I believe some people will not want that behavior so it would be _another_ option.
