That would be "Settings->Player->Basic settings->play other songs in
album or directory".
However: that settings should NOT affect the "play" command in the
context menu but only what happens if you tap the track in "play" mode.

Is this really for your local library or is this Rhapsody or some other
service? I know they sometimes behave differently and even add the full
list of tracks if you select "add to end" whenever that setting is on.
There's a bug report on the issue where Logitech declared this as the
"correct" behavior.
It's definitely not something iPeng can influence anyhow, the context
menus usually come from the server and even the few iPeng creates itself
use server-provided commands. Whenever iPeng can influence it it will

    
- play according to the server setting if you tap a track in an album
  or playlist in "play" mode
- add single tracks if you tap a track in "add" or "add next" mode
- play or add single tracks from the context menu
