It doesn't matter which one you install first but Multi Library plugin won't provide much useful functionality related to browsing unless Custom Browse is installed. Basically how it works is that Multi Library plugin define a library and based on the library definition it automatically provides configuration to Custom Browse so it can display menus for the library without any additional configuration in Custom Browse.
If you use Custom Scan, to scan custom tags, you need to configure and scan your library using Custom Scan before it's usable in any Custom Scan based Custom Browse menus. You probably don't need Custom Scan unless you are using custom tags not supported out of the box by LMS. Generally, my recommendation would be to: 1. Install all the plugins you think you might want to use, from what you describe it means at least Custom Browse and Multi Library 2. Configure and perform scanning with Custom Scan (if you are using custom tags which should be part of the browsing) 3. Configure Multi Library plugin libraries 4. Perform fine tuning and modify/add additional browse menus through Custom Browse plugin if you want different menus than the ones setup automatically through the library configuration in Multi Library plugin.
