I'm a bit confused. If you did run 2.0.10 this means you should have iOS 4.2.1 on your iPod and with that iOS Version you should still be able to download iPeng directly from the App Store. You'd get version 2.0.16 which is the latest one supporting iOS 4
The restore probably doesn't work because you probably updated iPeng to version 2.0.17 on another device and did. Backup of that, too.
