That doesn't affect performance, it's just a lookup table.
It it takes longer to start up that either means the App takes longer to
connect to the server for some reason or the main menu (which gets
requested from the server) takes longer to load.
This doesn't necessarily have to be a load issue, it could just as well
be that the server is stuck on something.
Typical cases are if it's stuck scanning your library (you can see that
under "Settings->Information" in the web interface) or because it can't
retrieve the menu for the player from MySqueezebox.com. The latter can
happen if you have problems with the internet connection  on the
server.

Could you
- try to restart LMS (only LMS, not the device running on it)
- update to LMS 7.8.1?

iPeng 8.0.4 is less aggressive connecting to the server compared to some
earlier versions because that behavior (in earlier versions) could under
some conditions add a  lot of load to the server. While this should
generally make your server better behaved it means that iPeng now waits
longer for the second timeout when connecting in case the first two
tries to connect fail for some reason.
