A few of these are "normal" with Triode's implementation of chunked HTTP streaming i.e HLS or DASH.
Long delay to start is odd btu a few secs can indicate network, DNS or BBC server issues. Windows can cause other issues whic may be part of the problem. As usual more details always helps. What version of LMS and BBCiPlayer and Extra plugins ? Is it live or on demand ? If on-demand are you playing BBCiPlayer menus or BBCiPlayerExtra ? What are the format settings ?
