Pluto is still using SimpleLog. It's up to the user to decide which underlying logging impl
they like. The problem is that if we edit the commons-logging.properties to use log4j, which
by default is not included in the pluto-portal.war, exceptions will be thrown out when tomcat
starts up.
The purpose of including the log4j dependency in pluto-portal is just to make user safe to
change the logging impl.
