I guess one needs the following settings (config_default.ini):

map2unicode = 1
when the map file is NOT in UTF-8

map2unicode = 0
when the map file is in UTF-8 encoding

It works for sure if you use the language files (should always be in 
UTF-8 encoding) for the translation of the descriptions in the map, 
that's how the default settings are done. But it should also work in the 
way described above.
