Dejan I think querying an OGR layer based on Esri personal geodb uses completely different mechanisms behind than querying layers based on x/y values stored in an ODBC enabled DB. All should work using the syntax of layers based on shapes, but some parts seem not.
In my opinion the whole queryByAttribute and filter part (which for me is a quite essential part) is of low importance to the Mapserver developers, old bugs, an incomplete documentation and so on.
