I don't know if you mean something like an admin tool for managing your applications and layers via a web GUI... I'm not aware of anything like that. A generic tool for Mapserver was abandoned some years ago, it had a plugin for some p.mapper config files. If you mean layers dynamically added by the user then there is a basic functionality included. It might be broken though since I have not tested it a while ago.
