I wasn't suggesting that, but upon reflection I'm realizing that the fallback header is a different animal from the sitewide header, and it should indeed be affected by (:nogroupheader:). I hadn't even considered a fallback / default header until this came up. Now I'm starting to understand how it could add some useful capability.
