Turns out, the problem was that I needed to put QTDIR in front of my 
PATH (thanks, Dom!).

(To answer your questions: Mandriva 2007.1, Qt 4.1.4 installed from the 
distro).  My next problem I hit was that Qt 4.1.4 is too old -- needs at 
least 4.2.
