It¹s been a long time since I looked at the page copying code in PoDoFo, but it should only be copying those resources referenced by the page in question. Of course, if those resources are shared across pages - and you copy multiple pages - you get multiple copies (since they are no longer shared when copied page by page).
Even better than suggested below is to start with the larger document, add your smaller document to it, and then delete.
