just trying to build a binary to run on windows - it really doesnt matter
how at this point - whats the best way?

By package I assume you mean these .exe files that unpack themselves.
Are you sure you want to do this ? All the necessary addtional software
is in http://gna.org/projects/packaging-farm/ (windows sub-directory).
But that's a painful and delicate process. Windows is kind of hostile
to packaging.
You will be better of copying the whole tree to another machine
manually, I think. What is it that you are trying to do exactly ?
