Only in source code, unfortunately. It's a bit tricky because you need to create a python file that implements the rake policy. This file is arbitrary python code, which is good for flexibility. It's inconvenient for non-developers because it's not easy to tweak. If you're decide to experiment with it, I can outline how it works.
