That is correct.  I'm looking at the 1.0.4 release and I'm finding three
licenses and some unlicensed files.

gplv2+ ) most the html files, some of the .js files
BSD ) lobbyweb.html (TiddlyWiki)
GPL or MIT ) a couple of the .js files (neither the GPL nor the MIT
license file referenced is included...)
unlicensed ) data.js unittest.js proxy.php style.css

Given that there is no overall COPYING file or LICENSE file in the
release, I cannot assume any license for the unlicensed stuff.  The
website has a link for a license, but the link is dead (from the 404
it looks like you're linking to some form of GPL).  It would be best
to include a LICENSE file that lists what the overall license is, as
well as copies of the various licenses used in the release.

It would also be good to clarify what version of the GPL the MIT or GPL
licensed files are.  If not clarified, the earliest version must be
assumed, which allows for any later, IE GPL+.

So far the License tag looks like:

License:     GPLv2+ and BSD and (MIT or GPL+)
