Think so, yes.
I don't know debian's difference between dependency and recommendation. On a
BSD one could define a port option: WITH_CURRENT_SYS_SYSLOG which could default
to true, allthough I don't use this possibility, so on a BSD 0.13 gets used if
the user didn't manually update).
