I updated my Makefile to include -DHAVE_REGEX, installed the mingw-regex files, and compiled polipo 1.0.4 with forbidden support. My only test was to block all of .com and make sure polipo denied me access to google.com. It worked. The highly experimental binaries are at: http://interloper.org/tmp/polipo/polipo-1.0.4.0-forbidden-support-win32.exe and the .asc sig is in the same dir. So far, only one person has asked for the forbidden functionality in windows, perhaps there are others.
