Gaar,

My original question to you was "when have "they" ever failed to raise
prices during an actual shortage?"
Now you want to argue about definitions of "actual", "percieved" or
perhaps "manufactured or contrived shortage"?
Please tell me what it is you want to argue about and I'll decide if
"needs" to be argued about. Perhaps, or perhaps not, I'll decide if
it's too silly to argue about.
