[ On Sunday, CNN's Jessica Yellin claimed to have found no evidence in
city records that Sarah Palin was aware that sexual assault victims
were being billed for forensic testing. Also, a document released by
the City of Wasilla stated that a thorough investigation turned up no
records of any bills ever having been sent out for the cost of
forensic tests either to victims or to their insurance companies.

But these investigators weren't looking in the right place.

During consideration of HB 270, the law Alaska legislators passed to
ban the practice of billing sexual assault victims for forensic
testing, Lauree Hugonin, then-Director of the Alaska Network on
Domestic Violence and Sexual Assault (ANDVSA), reported that the
charges "resulted from the accounting procedures at the hospitals and
not the law enforcement agencies" so it was the hospitals and not the
City of Wasilla that was sending out the actual bills. And it was
during Palin's administration that hospitals began sending those bills
to the victims and their insurance companies rather than to the police
department.

Earlier, I too muddied the waters in my reporting lat week on the
budget documents that confirm the timeline. I mistakenly claimed that
the exams were paid for by the Wasilla Police Department under the
"contingency funding" category of the budget when the exams were
actually covered by the "contractual services" line item.

The budget for the police department's first full fiscal year, FY94,
(July 1st, 1993-June 30th, 1994; available here in PDF form) explained
that contractual services were "costs for medical blood tests for
intoxicated drivers & medical exam/evidence collection for sexual
assaults."

That is the line Palin slashed by 75 percent. It is clear, Palin was
either aware of the cut and approved it or she was negligent. The
evidence favors the former conclusion. Even as the 2000 Wasilla budget
was being submitted, Alaska lawmakers were debating the legislation
that would ban the practice of billing the victims. As quoted by CNN,
Palin's Deputy Mayor said Palin "would review each department's budget
line by line." And as noted in the original post below, the police
chief Palin put in power, Fannon, was a strong advocate of the
practice of billing the victims and a noted outspoken critic of the
legislation that ended the practice. As he told the Mat-Su Valley
Frontiersman, "I just don't want to see any more burden put on the
taxpayer." ]
