yet, have you. Paulson will set internal policy but will not be able
to write a check (from bailout money) to buy or pay anything until
CONGRESS sets THOSE rules. Keep reading about oversight.

 EESA  Oversight Board so that the Treasury cannot act in an arbitrary
manner HAS NOT been appointed and the special inspector general to
protect against waste, fraud and abuse has not been appointed.
