"The FBI has made strides in the past decade but needs to accelerate its implementation of reforms to complete its transformation into a threat-based, intelligence-driven organization. The increasingly complex and dangerous threat environment it faces will require no less,’’ the 127-page report <http://www.fbi.gov/news/pressrel/press-releases/the-fbi-releases-final-report-of-the-9-11-review-commission> from the FBI 9/11 Review Commission concluded. The three-person commission was tasked with evaluating the progress of the agency since intelligence gaps leading up to the Sept. 11 attacks led to widespread changes at the FBI and other U.S. agencies. The commission was created by Congress in 2014 to study how well the FBI has adopted the recommendations of the commission that studied the 2001 terror attacks. The commissioners—former attorney general Ed Meese, former 9/11 commission member Tim Roemer, and Georgetown professor Bruce Hoffman, who studies terrorism—said the FBI is poised to become a "global intelligence and investigative agency,’’ but to do so needs to excel at criminal investigations, counterintelligence, intelligence collection and analysis, and technological know-how. After the 2001 attacks, one of the chief findings of the 9/11 commission <http://www.wsj.com/articles/u-s-faces-growing-threats-9-11-commission-cautions-1406002558> was that the FBI and other intelligence agencies like the Central Intelligence Agency didn't sufficiently share information that could have uncovered the plot and prevented the attack. As a result, sweeping changes were made inside government agencies, but Wednesday’s report found the FBI still "is not sufficiently integrated’’ into the network of U.S. intelligence agencies. The commission recommended a greater emphasis be placed on the development of intelligence analysts within the bureau, and stronger relationships with other intelligence agencies. The report adds to a debate that has continued inside the FBI over the proper balance between its traditional crime-fighting function and the pressing demands of preventing terrorism, from groups overseas and individuals inside the U.S. inspired by those groups. The commission’s suggestions are likely to be embraced by FBI leadership, which is already making efforts to enact many of the recommendations. The commission also found that the U.S. government’s broader mission to counter radicalization at home can’t be addressed solely by the FBI as a law enforcement organization. The panel recommended the social and prevention efforts for countering violent extremism should be transferred from the FBI to the Department of Homeland Security. While generally positive, the report wasn't all complimentary.
