I hadn't considered this, until you suggested it, but yes, I think it's plausible.....I watched the President's speech last night, and I have no clue what the Hell that was supposed to be about. To alleviate the American Public's fears? To lay out his plan for combatting ISIL? Nothing the President said last night even remotely seemed to address any of those issues.
The President's actions in dealing with Islamic terrorism has to be disconcerting not only to the American public, but to our European allies; and even those Nations within the Middle East. Again, I think your theory is plausible.
