It is not at all too late to correct this problem. Solution Number One is to stop all governmental transmissions of domestic information other than in English. No driver's licenses, permits, voter ID, nothing other than in English.
Next should be businesses conducting business within the U.S. They should be encouraged to provide only English when conducting business.
