I don't dispute the above; I dispute whose fault it is. Are you claiming it's the govt's responsibility to see that children got to be each night only after they've had dinner? That their meals are nutritionally sufficient? Already many schools, including those here in Dallas, have programs pursuant to which kids are sent home on Fridays with backpacks full of food for the weekend. So they can be ensured of having decent meals. Is this the govt's duty? Apparently it's becoming so (though many of these programs are funded by private charities). Is this creating any responsibility or independence on the part of the parents? I would argue the exact opposite, more than likely it's giving them the opportunity to spend their money on things other then nutritionally sufficient meals.
